Introducing the Western Australia Committee

Tara Roy

CO-CHAIR

Tara Roy is the current Corporate Finance Lead at South32, a globally diversified metals and mining company with operations in Australia, South Africa and South America, as well as development operations in North America. Tara is responsible for executing the group’s corporate finance strategic objectives. This includes providing input to the Group’s financing, liquidity, capital management and risk management activities.

Prior to joining South32, Tara spent several years at KPMG Australia focused on debt and capital advisory services to clients across the mining, energy, infrastructure, healthcare, government and property sectors, amongst others. Prior to KPMG, Tara spent over a decade in the banking sector in both Australia and Canada.

Tara loves to travel with her husband Chris, often back to their birthplaces in Canada to reconnect with family and friends.

Amanda Frodsham

CO-CHAIR

Amanda Frodsham is the Group Manager, Finance and Corporate Administration at TransAlta Energy (Australia) Pty Ltd. With over 25 years’ experience in accounting and finance, she has spent the last 18 years in the power industry with TransAlta. She has been involved in a number of roles in that time and as Group Manager, Finance has managed the finance function during the growth of the business over that time. She is excited to see the rapid change in the industry and be part of a company expanding into renewable energy. Prior to this experience she worked for accounting firms and worked with small to medium business and also spent a few years in London working for the BBC.

Jackie Leggett

SECRETARY

Jackie Leggett is originally from Toronto, Canada. She is a banking and finance lawyer with over 15 years of experience, currently working in the Perth offices of Clayton Utz.

Prior to joining Clayton Utz, Jackie was a banking and finance partner at Bowmans law firm in South Africa and before that, senior in-house counsel at Citibank in London, United Kingdom. Jackie advises corporate clients and financial institutions on all types of syndicated, leveraged and acquisition financing arrangements, debt capital markets instruments and LIBOR transition issues. She has a particular focus on mining related financings.

In her spare time, Jackie loves to explore the gorgeous beaches around Perth with her husband Jake and two young children.

Xuguang Huang

HONOURARY MEMBER - CANADA

Xuguang Huang has been Counsellor – Commercial at the Canadian High Commission in Canberra since August 2022. Prior to his posting in Canberra, Mr. Huang was Counsellor – Agriculture and Food at the Embassy of Canada to Korea (2018-2022). From 2013-2016, Mr. Huang was posted to Manila, the Philippines, as Canada’s Liaison Officer to the Asian Development Bank and Trade Commissioner for the Information and Communication Technologies sector. Mr. Huang had a number of assignments in Global Affairs Canada’s (GAC) headquarters in Ottawa, which include responsibilities related to bilateral relations with Europe and the Korean Peninsular; international education promotion; FDI attraction; and client services. Prior to joining the Government of Canada, Mr. Huang worked in the manufacturing industry for five and a half years.

Barry Ford P.Eng. MBA, GAICD

WATER CORPORATION

Barry has over 35 years of experience internationally within the energy industry in North America, New Zealand and Australia. He loves building teams and have led large commercial organisations operating in both the public and private sector. These include Synergy in Western Australia, Energy Australia and ATCO in South Australia, Natural Gas Corporation in New Zealand and TransAlta in Alberta, Canada. Barry has a wide breadth of experience, having retained responsibility for wholesale energy trading activities, diverse power generation portfolios, natural gas transmission systems, large gas networks and for a short period of time, a mining and coal gasification development. Water is now the most recent addition to the list as he has been with Water Corporation since 2019.

Juli Belinge

THE BRAND FOUNDRY

Originally from Montreal, Quebec, Juli’s extensive level of experience spans across brand management, advertising and graphic design. Throughout her career, she has had the privilege to work for, and alongside, some of Canada and Australia’s most influential brands. Eventually, Juli took the leap and started The Brand Foundry, a creative agency which services mining and ASX listed companies with their branding, communications and corporate reporting needs. Her marketing background has included the development and implementation of high-level strategies, which has given her a true understanding of her client’s business objectives, and how the look and feel of their brand can influence their growth and position in their industry. Juli loves fitness, weekend trips in the south west of WA and looking after her two children.

Marlene Woligroski

CYIENT

Originally hailing from Manitoba and based in Perth since 2011, Marlene is an accomplished resource industry professional with over 15 years’ experience in both management and technical roles. As Global Sales Director of Geoscience at Cyient, she is an active proponent of leveraging technology in new and innovative ways, and in encouraging digital transformation in the resource sector. In other roles, Marlene has led several large projects for a French mining software provider, overseeing all management, technical, and reporting deliverables for major global organizations in the mining and petroleum industries. As an exploration geologist, Marlene was responsible for technical teams and development of drill programs for geological and geostatistical modelling and has worked in geophysical consulting, providing integrated geophysical solutions to the resource industry. With a wealth of international experience in the resource sector across Asia Pacific, Africa, the Americas, Europe and the Middle East, Marlene is excited about fostering Canadian-Australian relations when these countries have so much in common. In her free time Marlene enjoys exploring the fascinating natural landscapes of both Western Australia and Canada.

Brad Wylynko

MEMBER-AT-LARGE

Originally from Canada, Brad moved to Perth in 1999, and joined the law firm Mallesons Stephen Jacques (now KWM). He subsequently became a Partner at the national law firm of Clayton Utz, establishing the Perth office environment and planning practice, and working with a wide range of national and international clients. Retiring from the firm in 2022, Brad maintains a keen interest in sustainability and environmental issues. Prior to moving to Australia, Brad worked with the British Columbian Ministry of environment.

Brad is currently a City Councillor with the Town of Cottesloe, and a Councillor on the Western metropolitan Regional Council. He divides his time between council work, family and travel with his wife Sally.
